Expose a TCP port on this process for external access.

The binary running on this process must bind a TcpListener on this port. This method ensures the port appears in the Docker image’s EXPOSE directives and is available for endpoint discovery via Self::get_tcp_endpoint.

Returns the TCP endpoint (host, port) for this process exposing the given container port. Queries Docker for the dynamically allocated host port mapping.
